How did a child become an activist?

On July 26, 1990, the Americans with Disabilities Act was passed. Four months beforehand, on March 12, 1990, a second-grader with cerebral palsy dragged herself up the 84 steps of Capitol Hill. She was only 8 years old.

Her name was Jennifer Keelan-Chaffins.
